<p>The Treasury has today published its final agreement with the Royal Bank of Scotland on the bank?s participation in the Asset Protection Scheme, along with further detail of the scheme?s operation and the assets it covers. </p><p>The Treasury has also announced the launch of the Asset Protection Agency that will administer the scheme in order to protect the taxpayer?s interest.<br /><br />Financial Services Secretary to the Treasury Paul Myners said:<br /><br />"The Government?s decisive action to stabilise the financial system has succeeded in protecting the savings of British families. We have strived throughout our interventions to ensure maximum value for the taxpayer, charging commercial rates for our support for the banks and making supported firms pick up the tab for extra operating costs.<br /><br />"The agreement we have reached with RBS follows this approach. This final agreement sees a much-improved position for the taxpayer compared to the initial deal announced in February. RBS will bear a much greater share of the burden, with the first loss increasing by £18bn. The bank will also pay the full operational costs of the Asset Protection Agency.<br /><br />"Together with the exit of Lloyds from the APS, taxpayer exposure to bank losses has been markedly reduced. With this agreement entering into force with State Aid approval expected soon, our focus can turn to reforming the financial system for the future, both with greater competition on the High Street, and stronger global and domestic regulation."</p>

<p>The Government has secured the long-term future of a tax break designed to help small, high-growth companies to recruit and retain highly skilled employees by gaining State Aid approval from the European Commission.  </p><p>The Government convinced the European Commission that the Enterprise Management Incentives (EMI), which provide a tax break on share options offered by small and medium sized companies to their employees, play a crucial role in enabling small firms to recruit and retain the highly skilled employees they need to thrive.</p><p>The Government is also widening the eligibility criteria so that companies  based in the UK which carry out considerable overseas activity can use EMI to recruit key UK-based staff.</p><p> The certainty provided by the granting of European Commission approval ? which lasts until 2018 ? together with the new eligibility criteria will provide a boost to the 9,000 companies that currently offer share options to their employees under EMI, and is likely to encourage take-up amongst the high growth small firms that will play a vital role in the return to growth in the UK economy.</p>

The Government yesterday laid before Parliament regulations to implement the EU Payment Services Directive (PSD) into UK legislation. These regulations are due to enter into force on 2 March 2009, and the PSD regulatory regime will be in place on 1 November 2009. The Government committed to early implementation in order to help firms consider the incoming requirements and prepare for compliance.

The Government is today launching a consultation document on strengthening protection for vulnerable homeowners. The Government is proposing that companies offering sale and rent back agreements, which may target homeowners facing repossession, should be brought within the scope of Financial Services Authority (FSA) regulation. The consultation sets out the details of the proposed legislation and will close on 1 May 2009.
